Sebastion Applicant Portal
Terms of Service
Effective Date: 11/2/2026 · Last Updated: 11/2/2026 · Operated by SEB Housing
What this document covers: These Terms explain your rights and responsibilities when using the Sebastion Applicant Portal — the online tool that lets you view the affordable housing waitlists you are on and your approximate position on each list. Please read this before you use the Portal.
1. About the Portal
The Sebastion Applicant Portal ("Portal") is operated by SEB Housing ("SEB Housing," "we," "us," or "our"). The Portal gives income-restricted housing applicants a secure way to:
- View which affordable housing waitlists they have applied to
- See their approximate position on each waitlist
- Review the status of their applications at each property
- Manage notification preferences and opt-out selections
The Portal does not currently allow you to apply for new waitlists, change your application information, or communicate directly with property managers. Those actions must be completed through the separate application process managed by each property.
2. How You Access the Portal
The Portal uses a secure access link (magic link) sent to the email address you provided when you applied to a waitlist. You do not create a username or password.
Each access link:
- Is unique to you and tied to your email address
- Expires after a set period of time for your security
- Should not be shared with anyone else
- Can be re-requested by entering your email address on the Portal login page
You are responsible for keeping your email account secure. If your email address changes, you must update it by emailing SEB Housing directly at waitlist@sebhousing.com, as we cannot update it through the Portal.
Important: If you believe someone else has accessed your Portal account without your permission, contact us immediately at waitlist@sebhousing.com.
3. Who Can Use the Portal
The Portal is available only to individuals who:
- Have submitted an application to one or more income-restricted housing waitlists managed through the Sebastion platform
- Have received an invitation from SEB Housing or a participating property
- Are 18 years of age or older, or are an emancipated minor
If you are accessing the Portal on behalf of another applicant (for example, as a legal guardian or authorized representative), you represent that you have authority to do so and that your use of the Portal on their behalf complies with these Terms.
4. Understanding Your Waitlist Position
The Portal displays your approximate position on each waitlist. There are important things to understand about this information:
4.1 Position is an estimate
Your displayed position is based on your rank relative to other applicants at the time the information was last updated. It is not a guaranteed spot or a promise that a unit will be available when your position is reached.
4.2 Positions change
Waitlist positions change regularly as:
- Applicants ahead of you are housed, withdraw, or become ineligible
- New applicants are added (if a waitlist is open)
- Applicants are prioritized by bedroom size needs, or special program requirements
- Applicants in need of specific unit features (i.e. accessibility, multiple bedrooms, etc.) get priority
A change in your position — including moving down the list — does not mean an error has occurred. It reflects normal waitlist activity.
4.3 Displayed information may not be real-time
Waitlist data is updated periodically. The position you see in the Portal reflects the most recently processed data and may not reflect changes made within the last 24–48 hours.
4.4 We are not liable for reliance on position data
While we work to keep waitlist information as accurate as possible, SEB Housing and the participating properties are not liable for decisions you make based on your displayed waitlist position. If you have questions about your status on a waitlist, contact waitlist@sebhousing.com. If you have questions about when a unit is available to you, contact the property directly.
5. Your Privacy and Your Data
5.1 What information the Portal shows
The Portal displays information based on what you provide in your waitlist applications, including your name, application status, waitlist position, household composition, household income and assets, and any program preferences you indicated at the time of application.
5.2 What SEB Housing can see
As the operator of the platform used by participating properties, SEB Housing staff can view:
- Your Portal login activity (when you logged in and from what type of device)
- Your waitlist application data as submitted to participating properties
- Your notification preferences and opt-out selections
SEB Housing staff access this information solely to administer the platform, provide support, and ensure compliance with fair housing requirements. We do not sell your personal information, and we do not otherwise disclose your personal information to third parties unless doing so is (1) required to facilitate or demonstrate program compliance, or (2) required by law. If ordered to provide your personal information to a third party, SEB will provide you timely written notice so that you may have an opportunity to respond, unless prohibited by law. See our Privacy Policy for how we handle personal information.
5.3 What property managers can see
Staff at participating housing properties can see your application data for their property only. They can see your position on their waitlists and your application status. They cannot see your data for other properties through this platform.
5.4 How your data is used
Your information is used to:
- Display your waitlist status and position in the Portal
- Send you notifications about your application (see Section 6)
- Comply with fair housing, HUD, and state housing program requirements
- Administer the waitlist on behalf of participating properties
We retain your data for as long as your application remains active or as required by applicable law. If you are removed from all waitlists, you may continue to access your Portal or elect to close your account.
5.5 Security
We use industry-standard technical and organizational measures to protect your information. However, no online system is completely secure. By using the Portal you acknowledge and accept the inherent risks of transmitting information over the internet.
5.6 Fair Housing
SEB Housing is committed to fair housing. We do not use race, color, national origin, religion, sex, familial status, disability, or any other protected characteristic to determine your waitlist position or to control your access to the Portal. If you believe you have experienced discrimination, you may contact the Boston Fair Housing Commission at 617-635-2500; or the Mass Commission Against Discrimination at 617-727-3990; or the US Department of Housing and Urban Development (HUD) online at hud.gov/fairhousing or by phone at 617-994-8300.
6. Notifications and Opt-Out
6.1 Types of notifications
By using the Portal, you may receive the following types of communications from SEB Housing or participating properties:
- Invitations related to your User Account
- Eligibility screening invitations and results
- Pre-Rental application invitations and notices
- Rental applications and notices
- SEB Housing Newsletter
6.2 How to manage notifications
You can review and update your notification preferences within the Portal. Changes to your preferences will take effect within one business day. Note that some notifications are required by the waitlist process and cannot be disabled.
6.3 Opting out of a waitlist
If you choose to opt out of a specific waitlist through the Portal:
- Your opt-out will be recorded and is generally permanent
- You will no longer receive notices from that property for that waitlist
- You will not be re-added to the waitlist without re-applying (subject to whether the waitlist is open)
Think carefully before opting out of a waitlist. Opt-outs are typically permanent and cannot be reversed through the Portal.
7. Your Responsibilities
When using the Portal, you agree to:
- Use the Portal only for its intended purpose — viewing your own waitlist information
- Not attempt to access another applicant's information
- Not attempt to manipulate, circumvent, or interfere with the Portal's systems
- Not use automated tools, bots, or scripts to access the Portal
- Promptly notify us at waitlist@sebhousing.com if you believe your access link has been compromised
- Keep your contact information current by notifying the relevant property or SEB Housing if your email address or household information changes
Misuse of the Portal may result in deactivation of your access and may be reported to participating properties.
8. Accessibility and Reasonable Accommodations
SEB Housing is committed to making the Portal accessible to individuals with disabilities. If you need a reasonable accommodation to use the Portal — including alternative formats or assistance accessing your waitlist information — please contact us at waitlist@sebhousing.com.
Nothing in these Terms limits your rights under the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, or applicable state law.
9. Disclaimers
THE PORTAL IS PROVIDED "AS IS" AND "AS AVAILABLE." SEB HOUSING MAKES NO WARRANTIES, EXPRESS OR IMPLIED, REGARDING THE PORTAL, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR ACCURACY OF WAITLIST DATA.
We do not guarantee that:
- The Portal will be available at all times or free from errors
- Your waitlist position will result in a housing offer
- Information displayed in the Portal will be real-time or error-free
The Portal is an informational tool only. It does not create any contractual right to housing or guarantee placement on any waitlist.
10. Limitation of Liability
To the maximum extent permitted by applicable law, SEB Housing and its officers, employees, and agents shall not be liable for any indirect, incidental, special, exemplary, punitive, or consequential damages arising from your use of or inability to use the Portal, including but not limited to reliance on waitlist position data.
To the fullest extent permitted by law, Our total liability to you for any claim arising from your use of the Portal shall not exceed $100.
11. Changes to the Portal or These Terms
We may update the Portal's features or these Terms from time to time. When we make material changes, we will:
- Update the effective date at the top of this document
- Notify you via email (where required by law or where the change materially affects your rights)
Your continued use of the Portal after changes are posted constitutes your acceptance of the updated Terms. If you do not agree to a change, you may discontinue use of the Portal.
12. Termination of Access
Your access to the Portal will be deactivated if:
- You request that your access be closed
- You violate these Terms
Termination of Portal access does not affect your underlying waitlist application, which is managed separately by the participating property.
13. Governing Law
These Terms are governed by the laws of the Commonwealth of Massachusetts, without regard to its conflict of law provisions. To the fullest extent permitted by applicable law, any claim, action, or proceeding by Applicant against SEB Housing arising out of or relating to Applicant's access to or use of the Portal, or any information provided through the Portal, shall be brought exclusively in a court located in the Commonwealth of Massachusetts, and Applicant consents to the jurisdiction of such courts. To the fullest extent permitted by applicable law, Applicant agrees that any claim for monetary damages arising out of or relating to the Portal shall be subject to the Massachusetts Small Claims procedure where such procedure is available.
